1. INTRODUCTION
1.1 The District II League, Division 1 is for member association affiliated teams in age groups Under 13 through Under 19. It is administered by the District II Board of Directors. This league provides a competitive environment for teams seeking a more challenging caliber of play.
1.2 The District II League, Division 2 is for member assocition affiliated team in age groups Under 14 through Under 19. It is administered by the District II Board of Directors. This league provides a competitive environment for recreational teams only.
1.3 Teams from other district may be allowed to participate at the discretion of the Director of Competition.
2. ORGANIZATION AND ADMINISTRATION
The District II Competition Committee will consist of the Director of Competition, Competition Coordinators and any additional persons designated by the Director of Competition and approved by the Board of Directors.
3. ENTRY FORM AND FEES
To enter District II League competition, it is required that the official entry form be completed, properly endorsed and mailed to the District’s Director of Competition along with the established entry fee. All entry forms must be accompanied by a team roster approved and signed by the association submitting the team, verifying that at least 11 players have been properly registered and have paid their registration fees.
Once a team has been submitted for District League play, a rescheduling fee not to exceed seventy-five ($75.00) dollars may be assessed on the team’s association if the team is withdrawn after the announced scheduling deadline set by the Competition Committee.
4. DISTRICT II LEAGUE PLAYING SEASON
District II League Division 1, shall be a fourteen (14) week season to begin the weekend after Labor Day. No games will be scheduled on the Thanksgiving weekend. District II League Division 2, will start the first weekend after Labor Day and run for eleven (11) weekends.
5. LEAGUE FORMATION
5.1 Competition Level: District Leagues in all age groups between U-13 and U-19 will be formed by the benefit of the member associations in good standing, for both boys and girls. Highly competitive select teams of proven ability or demonstrated potentiona will be placed in Division 1.
5.2 Division 2 will be divided if possible, into two(2) or more subdivisions. Stronger teams will be placed in Division 2A, and wakers teams will be placed in Division 2B, etc.
5.3 Following the season, teams will be reviewed. The top two (2) teams from Division 2A will have the option of playing in Division 1 the next season. In general, the top two (2) teams from Division 2B will be moved up to Division 2A. The last two (2) teams from Division 2A will be moved down to Division 2B.
6. RULES OF PLAY
6.1 Tie-Breaking Rule: During District tournament play, if a game is tied at the end of regulation play, the FIFA recommendation of taking penalty kicks (as accepted by the International Board and published in the FIFA "Laws of the Game") will be applied to determine a winner.
6.2 Player Equipment: Wearing of shinguards is mandatory in all District II League games.
7. PLAYER RELEASE AND TRANSFER
7.1 All teams participating in District II League competition are eligible for participation in USYSA sponsored events. Therefore, the Player Release and Transfer Rules applicable to USYSA competition shall prevail.
7.2 District II Rosters must be submitted, postmarked or received by September 30. Final team update forms must be completed by October 31 of the seasonal year. District II League rosters shall be frozen between October 31 and the end of the District II League season.
7.3 A team shall be limited to a total of three (3) transferred players per seasonal year.
8. CARDED PLAYER STATUS
8.1 Yellow Card Cautions: Any player who receives three (3) yellow cards during the seasonal year will automatically be suspended for one (1) game. The one game suspension will be for the next scheduled league game immediately following notification by the Disciplinary Committee. Notice of yellow cards shall be mailed by the referee within twenty four (24) hours after the infraction and sent to the Disciplinary Committee or appointee.
8.2 Red Card Ejections: Any player who receives a red card ejection from a game will automatically be suspended for a minimum of one (1) scheduled league game following notification by the Disciplinary Committee. Notice of red cards shall be mailed by the referee within twenty four (24) hours after the infraction and sent to the Disciplinary Committee or appointee.
8.3 Disputing Misconduct Reports: The player may be required to appear before the Disciplinary Committee at the meeting held during the week following the match in which the player received a Misconduct Report.
8.4 The Disciplinary Committee Shall notify a player and/or coach of a Misconduct Hearing when a potential game(s) suspension is under consideration.
8.5 The Disciplinary Committee must notify, in writing, the player, coach, the opposing coach, and the appropriate Director of the Committee’s decision.
9. JUDICIARY
9.1 League Discipline: District II Director of Administration will form a Judiciary Committee to be approved by the Board of Directors. This committee will have the authority, subject to appeal, to penalize any member association, player, coach or member thereof, whose actions have willfully violated the Constitution, rules or regulations of District II or WSYSA.
9.2 All protests must be handled by the District II Protests Committee per the District II Rules of Competition
9.3 Any coach playing an ineligible player may be asked to appear before the District II Executive Board and may be subject to disciplinary action up to and including suspension.
9.4 Reports: Each month, the Judiciary Committee will report the previous month’s actions at the monthly District II meeting.
9.5 Appeals to rulings handed down by the Judiciary Committee shall be handled as outlined in Article IX, Section 3 of the Bylaws.
10. OFFICIATING
10.1 A referee shall be assigned to officiate each game with the authority assigned to him as specified in the "Laws of the Game" (FIFA).
10.2 If possible, the Association will be responsible for scheduling properly registered and qualified referees and assistant referees.
10.3 If assistant referees cannot be scheduled, each team must provide one (1) person to act as an assistant referee.
10.4 Referees who are also coaches, team managers, or parents of players-of-record, in a given age group, of the District II League shall not be assigned to matches in that age group, if reasonably possible.
10.5 Failure of a referee to show up within twenty (20) minutes of a scheduled game time will constitute grounds for a rematch. A substitute official may be chosen upon agreement by both coaches and the official’s decision will be final.
10.6 Coaches may file a written complaint on a referee to the District II Disciplinary Committee.
10.7 It is the responsibility of the District Representative to send a complete game schedule to the Referee Coordinator of the District participating in the League at the earliest opportunity, prior to the beginning of league play.
10.8 The referee must send written misconduct reports to the District II Disciplinary Committee postmarked within twenty four (24) hours following the completion of the match.
11. RESPONSIBILITIES OF HOME TEAM COACHES/MANAGERS

c. Provide adequate directions to the field for the opposing team at least 3 days prior to the game and check for team color conflicts. Home teams are required to change jersey colors in the case of matching colors.
d. Call the opposing teams for any corrections to team data shown on the schedule. Cancellations should be directed to your referee assignor. The referee assigned to your game will be paid if they show up for a canceled game if you don't inform the assignor.
e. Teams without set schedules for home games shown on the schedule are responsible for botht he referee corrdinator in their association and the opposing coach for each of their home games of time and location of the game. Contact with the opposing coach should be made at least 72 hours prior to the game. Each game should be identified and coordinated with the Association referee coordinator as soon as possible since referees are most often pre-assigned to games and the chances of securing a referee for the home games are slim.
RESPONSIBILITIES OF BOTH TEAM
11.2 Provide a team game sheet with jersey numbers to the refeee. This form (you may make multiple copies for each game from the oneprovided in the packet) is required for each game.
11.3 Report your scores on the District II website (wsysad2.org). Each team will have a scorekepper who can enter the scores. Please have your scorekeeper send an email to [email protected], identifying your team (sex, age, division, Association, club, team name, and coach name). Season standings are based on the scores turned in by both teams. Points are applied to the standings as follows: Win-2, Tie-1 for each team, Loss-0. Goals for/Against are not used as a tie breaker in the standings
