The American Cup is a national tournament for Recreational teams U-11 through U-19. District II has the largest participation of any District in the State. This year the tournament will begin the last weekend in October, with the District Champions being determined the weekend prior to Thanksgiving. The format is Round Robin at the District level with each team playing a minimum of two games. The District champions will compete in the State Finals during the weekend of December 5th and 6th. If inclement weather forces postponement of the State Finals weekend, the following weekend will be used. The State Final sites are listed in the WSYSA Coaches Handbook. This tournament is open to all U-11 through U-19 Recreation teams which are registered with WSYSA. Select teams are not eligible for this tournament. Team rosters will be verified and signed by your Association Registrar. Absolutely no player transfers are allowed. Please note that teams that do enter the American Cup are ineligible for entering the Championship or Commissioners Cup. Also, a player may participate in only one of the three tournaments in a seasonal year.
Teams must consist of the players assigned by your Association to your team for the current 1998 season (borrowing or guest players is not allowed).
The cost of the tournament in District II for 1998 is $125 of which $30 will be returned to your Association to offset field and referee costs. Applications and fees are due to your Association for signature prior to October 1st. Check your Association/Club for deadlines. Applications can be found on page 37 of the WSYSA Coaches Handbook distributed to every coach through your Association. Fees must be made payable to "WSYSA District II" in the form of one check or money order. Fees are non-refundable unless the tournament for a certain age group is cancelled.
For the Round Robin portion of the American Cup Tournament, each team will be required to supply and pay for, a home field and a referee. Please coordinate with your Association/Club to ensure proper completion of your tournament application.
I) FORMAT OF THE TOURNAMENT
1. The tournament will consist of the District Round, held within DISTRICT II, and the State Finals Round. The DIstrict Round will produce a District Champion for each age group, who will represent the District in the State FInals Round.
2) The District Round format will vary based on the number of entrants. For most age groups, a "World Cup" format will be used, where groups will compete in a 2-3 game round robin with the teams gaining the most points advancing to the quarters, semi's or finals. Games played in the round robins may end in a tie. All other games will be decided by first, a sudden death overtime period (Two 7 minute periods). If teams are still tied after the overtime periods, the game will then be decided by PK's.
3. All teams will be notified of the time and place of the first match in a timely manner.
II) ADMINISTRATION
1. All games leading up to the District Final will be played at various sites within District II. District Finals are tentatively scheduled as follows:
November 21, Location to be determined: BU-16, BU-17, GU-16, GU-17, BU-18, BU-19
November 22, Location to be determined: GU-11 (9), GU-12, BU-11 (9), BU-12, GU-11 (11), BU-11 (11)
November 23, Location to be determined: GU-14, GU-15
November 24, Location to be determined: BU-14, BU-15
2. A tournament Committee will be formed to assist in running the tournament and field preparation.
3. The Field and Referee Chairperson will coordinate with the local Referee's Associations to assign referees for each game and assign a neutral referee with assistant referees for the final games.
4. The entry fee of $125 must accompany the entry form, which includes the team roster. The entry deadline for this tournament to District II is September 30th. Applications must be sent to your Association. Most Associations will require receipt of tournament applications to an earlier deadline. The application form can be found on page 37 of the 1998-1999 WSYSA Coaches Handbook.
III SCHEDULING
1. The District Round games will commence as early as the last week in October. Due to field availability, some mid-week games may be scheduled.
2. The Director of Competition will coordinate with the tournament committee for scheduling of all District Round games and field locations.
3. If at scheduled game tme a team fails to show up, following a 15 minute race period, the team failing to show shall forfeit the game.
